as i said previously this map is one that was requested of a blm offical and also of my lawyer when i first visited him . this is a highway user tax fund map .

in 1953 the feds set up the highway user tax fund. in order for counties to recieve those funds they most provide the feds with a map of the county. based on the amount of miles of county roads the feds write a check to the county. this map was used by boulder county for those funds from 53 (the inseption) to at least 68 (the last revision).

the encircled 87 on the legend is "county highway system"

in road cases all over the west the highway user tax fund map is an important map and generaly if the road shows up on those maps it perty hard to prove it was something other than public.
